Electric scooter Finland: buying guide, laws and best models

This guide explains what to check when buying an electric scooter in Finland: the exact model version, road eligibility, insurance, and the specifications that matter for your route.

Buying an electric scooter in Finland

Choose your scooter based on how you ride. For city use, look for a lightweight and foldable model. For commuting, focus on range, brakes, lights and comfort. For powerful scooters, confirm the permitted riding location and vehicle classification. Private ownership of land does not by itself establish permission to ride or remove insurance requirements.

Electric scooter laws in Finland

A light electric vehicle has a maximum structural speed of 25 km/h and rated motor power of no more than 1 kW. Riders must be at least 15 years old. These vehicles follow cycling rules and must not be ridden on pavements. A user-selected slow mode does not automatically change the vehicle classification. Motor liability insurance is generally required for an electric scooter weighing more than 25 kg or with a structural speed above 25 km/h. Insurance does not make an otherwise ineligible scooter road legal. Read the current guidance from Traficom and the Finnish Motor Insurers’ Centre.
